Most foreign sourced income, with two clear exceptions
For qualifying IFICI residents, foreign sourced dividends, interest, capital gains, rental income, and income from intellectual property and royalties are exempt from Portuguese tax, subject to the applicable double tax treaty position.
The two exceptions matter as much as the rule. Foreign pension income is explicitly excluded, and income sourced in a blacklisted jurisdiction falls outside the exemption entirely.
What qualifies, what does not
IFICI is defined under Article 58-A of Portugal's Tax Benefits Statute and implemented through Portaria n.ยบ 352/2024/1.

Treatment depends on the source of each income stream, the applicable double tax treaty, and whether the source jurisdiction appears on Portugal's list of favourable tax regimes. Foreign sourced dividends, interest, and capital gains are exempt from Portuguese tax for qualifying IFICI residents, subject to the exceptions below.
Foreign rental income and income from intellectual property and royalties also fall within the exemption, again subject to treaty and jurisdiction rules.
Foreign pension income is explicitly outside the exemption and is taxed at standard progressive rates, which is one of the biggest changes from NHR.

AT confirms your status, typically by 31 March. IFICI applies from your first year of residency.
Does the 0% apply to all foreign income?
No. Foreign pension income is explicitly excluded and is taxed at standard progressive rates. Income sourced in a blacklisted jurisdiction is also excluded from the exemption. Beyond those exceptions, most foreign sourced dividends, interest, capital gains, rental income, and royalties fall within the exemption for qualifying IFICI residents.
What is a blacklisted jurisdiction in this context?
Portugal maintains a list of jurisdictions with clearly more favourable tax regimes, published by Portaria and commonly called the blacklist. Income sourced from an entity or asset in one of those jurisdictions does not benefit from the IFICI exemption and can be taxed at aggravated rates. If part of your portfolio sits in such a jurisdiction, it is worth reviewing the structure before you become resident.
Do I need to do anything to claim the 0%, or is it automatic?
It is not automatic. You must hold IFICI status, which means applying by 15 January of the year after you become resident, and you still declare your foreign income in your annual Portuguese tax return, where the exemption is applied. Reporting the income correctly is what secures the treatment, so the declaration matters even when the tax due is zero.
