IFICI for Freelancers

IFICI for freelancers is possible, but only if your self-employment activity is properly classified under a qualifying CAE code and tied to one of the six eligibility routes, not simply by registering as a freelancer in Portugal.

Self-employment qualifies through the activity, not the label

Generic freelance work with no route match does not qualify. That is why the activity codes you register, and the contracts behind them, carry more weight than the fact of being self-employed.

IFICI is defined under Article 58-A of Portugal's Tax Benefits Statute and implemented through Portaria n.ยบ 352/2024/1.

Your activity opening with the Tax Authority showing the registered CAE codes, client contracts or service agreements describing the work performed, issued invoices, and, where the route depends on it, evidence of your professional qualification or the client entity's certified status. Exact documentation varies by case.

Freelancers: frequently asked questions

A self-employment activity must be genuine, properly classified, invoiced, and exercised in Portugal, with the activity's fit to an eligibility route assessed case by case. This page does not constitute tax or legal advice. Speak to a qualified Portuguese tax adviser about your specific situation.

check your IFICI eligibility first

Self-employment income taxed as Category B can fall under IFICI when the activity itself is a qualifying one, not merely because it is freelance.

The CAE classified activity you register determines whether your work maps onto one of the six eligibility routes.

Freelance work with no route match does not qualify, however well paid or however international the client base is.

Obtain your Portuguese tax number. We handle this in 48 hours.

Establish your Portuguese address and register as a tax resident.

Secure genuine employment, a board seat, or a research arrangement with a qualifying entity.

File your IFICI application with the competent entity for your route, the Tax Authority, FCT, AICEP, IAPMEI, ANI or Startup Portugal, by 15 January of the year after you become resident.

AT confirms your status, typically by 31 March. IFICI applies from your first year of residency.

Is freelancing automatically excluded from IFICI?

No, but it depends on activity classification. Self-employment income taxed as Category B can qualify when the underlying activity is a qualifying one under a CAE code that matches one of the six eligibility routes. Registering as a freelancer in Portugal is not itself a route, so the classification of what you do is what decides the outcome.

What is the difference between ato isolado and proper freelancer registration for IFICI purposes?

An ato isolado is a one off act, used for a single invoice without opening a continuing activity. It does not establish an ongoing qualifying self-employment activity, so it is a weak basis for IFICI. Proper freelancer registration opens a Category B activity with declared CAE codes, which is what allows the activity to be assessed against a qualifying route and documented over time.

Which route usually fits freelancers best?

In practice the highly qualified professions route is the most common fit, where the registered activity is a technical, scientific, or ICT profession recognised for IFICI. Founders and independent professionals working with a certified Portuguese startup under Law 21/2023 often fit that route instead, sometimes through a board or governing body position. We confirm which route applies when we review your activity codes and contracts.
