The Golden Visa and IFICI solve different problems: the Golden Visa is a residency route based on investment, while IFICI is a tax incentive based on a qualifying professional activity, and confusing the two is one of the most common mistakes people make when planning a move to Portugal.

One is permission to live here. The other is how you are taxed.

People arrive at these two decisions at the same time, which is why they get merged. They are decided by different authorities, on different evidence, and neither outcome tells you anything about the other.

Golden Visa compared with IFICI

IFICI is defined under Article 58-A of Portugal's Tax Benefits Statute and implemented through Portaria n.ยบ 352/2024/1. The Golden Visa sits under Portugal's immigration legislation and is administered by AIMA.

A residence permit granted on the basis of a qualifying investment in Portugal.

A tax incentive granted on the basis of a qualifying professional activity carried out in Portugal.

The legal right to reside in Portugal, plus a path to permanent residency and citizenship over time.

A 20% flat rate on qualifying Portuguese income and an exemption on most categories of foreign income for 10 years.

Low physical presence is enough to keep the permit, and many holders never become Portuguese tax residents.

Requires actual Portuguese tax residency, meaning your tax home is genuinely in Portugal.

None. Capital, not work, is the qualifying element.

A genuine qualifying activity under one of six defined routes, assessed by a competent entity.

The competent entity for your route, then the Tax Authority.

Renewable, and convertible into permanent residency.

The Golden Visa does not carry a tax benefit

It is an immigration instrument. Holding one gives you no reduced rate, no exemption, and no IFICI status. The two sit in different parts of Portuguese law and are decided by different authorities.

IFICI does not give you the right to live here

It is a tax regime, not a permit. If you need a legal basis to reside in Portugal, that comes from a visa or residence permit, and IFICI is layered on top once you are a tax resident with a qualifying activity.

A Golden Visa holder who moves to Portugal, becomes a tax resident, and takes on a qualifying activity can hold both. Each set of requirements is met separately, and neither one implies the other.

I want the right to live in Portugal and eventually citizenship

That is the Golden Visa, or another residence permit route. IFICI does nothing for you here.

I want to pay less tax on income I earn while living in Portugal

That is IFICI. You need genuine Portuguese tax residency and a qualifying activity, not an investment.

Possible, and common. Get the permit through the investment, then build the qualifying activity, most often a board seat or a highly qualified role, so IFICI applies from your first residency year.

Does getting a Golden Visa mean I automatically qualify for IFICI?

No. The Golden Visa is a residency permit obtained through investment, and it carries no tax treatment of its own. IFICI is a separate regime with its own conditions, including genuine Portuguese tax residency and a qualifying professional activity. Many Golden Visa holders never become Portuguese tax residents at all, which puts IFICI out of reach for them by definition.

Yes, if you meet each one's separate requirements. You hold the Golden Visa on the basis of your qualifying investment, and you hold IFICI on the basis of Portuguese tax residency plus a qualifying activity under one of the six routes. Nothing in either regime blocks the other. What does not happen is one granting the other.

Which one do I need if my main goal is the tax benefit?

IFICI. If you already have a legal basis to reside in Portugal, whether through EU citizenship, a work visa, or a residence permit, then the investment side is irrelevant to your tax position and IFICI is the only thing that changes your rate. If you also need a residency route, the question becomes which permit fits you, and the Golden Visa is one option among several.

I am a non EU founder. Does the Golden Visa route make IFICI easier?

Not directly. It solves the immigration problem, which matters, but the IFICI assessment still looks at your activity in Portugal, not at your capital. Most non EU founders qualify through a board seat at a certified startup or a highly qualified role, and that is the piece to get right regardless of how you obtained your permit.

Does the investment itself count as a qualifying activity for IFICI?

No. Passive capital, real estate, and fund holdings are not qualifying activities. IFICI looks for employment or self employment income from a defined set of roles and entities. Investment returns are taxed on their own terms.
