Portugal vs Germany: The European Tax League, Edition 3
The European Tax League — a series comparing Portugal's IFICI regime against every major European country. Same rules every time: €500K salary, best available regime, no cherry-picking.
Spoiler: this one wasn't close.
Germany is Europe's largest economy. A powerhouse of engineering, capital, and institutional strength. World-class universities. Deep R&D funding. A startup ecosystem that punches above its weight.
And absolutely no personal tax regime for relocating talent.
None.
Round 1: What Germany brings to the table
Germany's top effective rate hits 47.5% — income tax at 45% on income above €277,826, plus the solidarity surcharge. What you earn above that threshold, nearly half goes to the state. Every year. With no end date.
Germany is competitive through funding and institutional strength. Your employer can reimburse relocation costs and certain expenses tax-free. But from the individual's perspective — your salary, your take-home, your personal tax rate — there is no carve-out. No flat rate. No reduced bracket. Just standard progressive tax, full stop.
🇩🇪 Berlin — no inbound personal tax regime:
• 47.5% top effective rate (income tax + Soli)
• No flat rate or reduced bracket for relocating talent
• Treaty relief only — no structural IFICI-style carve-out
• Employer can reimburse relocation costs tax-free — but your marginal rate stays unchanged
• On top: ~20% social contributions
Round 2: What Portugal brings to the table
🇵🇹 Lisbon — IFICI at a glance:
• 0% on qualifying foreign income — for 10 years (subject to income structure and applicable treaties)
• 20% flat on Portuguese source income — no matter your salary
• No salary cap on the 20% rate for qualifying income
• 10 years
• Generally not employer-tied — though qualifying activity and employer type must be maintained
• No wealth tax
Portugal's top standard rate is 48% plus solidarity surcharge. IFICI cuts through all of that with a 20% ceiling. And unlike Germany's standard progressive system, IFICI holders with significant foreign income — dividends, capital gains, holdco distributions — can pay 0% on that entire portion.
Round 3: The numbers
Illustrative figures based on qualifying employment income under standard assumptions. Individual outcomes depend on income structure, personal circumstances, and applicable rules.
On a €500K salary:
• Berlin (no regime): ~47.5% top effective rate, ~47.5% on qualifying foreign income, take-home ~€262K, no expat regime, no wealth tax
• Lisbon (IFICI): 20% flat on salary, 0% on qualifying foreign income, take-home ~€400K+, IFICI 10 yrs, no wealth tax
Illustrative gap: up to ~€138K per year in favour of Portugal — from day one.
The verdict
Germany is a great place to build. Deep talent pool, strong infrastructure, serious capital. Nobody is questioning that.
But from the individual's perspective, it simply didn't show up with a regime. No flat rate. No expat carve-out. No relief for relocating talent. Just standard progressive tax at nearly 50% on everything above €277K.
Portugal wins Edition 3. And it wasn't close.
The running table

Is IFICI right for you?
IFICI eligibility depends on your professional profile, residency history, income structure, and qualifying activity. The regime is powerful — but it requires proper setup to access the full benefit, and the rules around foreign income exemptions are nuanced and fact-specific.
At Expatico, we help founders and senior hires assess whether they qualify, structure their move to Portugal correctly, and access the full range of Portuguese incentives — from IFICI applications and company incorporation to talent sourcing and grant access.
